Personally, my own cat has been scratching his neck recently too, rather unusual for him as he doesn't have fleas - ever since we went off Program (a chemical way) he's been having a tsp of brewers yeast every week or so, and that's been ten years now, with no fleas. What the people used to do in the past.

I'm attaching a link for a gentle way of bathing to get rid of fleas - and no flea shampoo is required. Maybe try it out.
