fleas? (montreal)

Last year I brought my cat to the vet for what I thought were fleas. She was often scratching around her ear area and my "google research" showed that was probably the problem. The vet looked at her and said she didn't have fleas, but instead suggested she had some sort of infection in her ears (I forget what he called it... but they weren't mites either; I asked him to look for those too and he said there were none). He sold me some ear drops but they didn't fix the problem. Since I had another cat at the time and that cat wasn't scratching itself I figured the vet was probably right and the first cat didn't have fleas. Maybe she just had sensitive skin? Who knows. I recently got a kitten and now the kitten has started scratching itself in the neck area. It wasn't scratching itself when I got it (and I already brought her to the vet for a general check up - no fleas). So I'm convinced I in fact have a flea problem.
My question is: how much can I expect to have to fork over to deal with this? I assume the house must be infested as well... Two cats to deal with...
Of course, this is hypothetical (assuming they have fleas). I've never seen one. I do sometimes get itchy myself but I don't know if it's just my flea paranoia.
I plan to buy a special comb to do a thorough check myself tomorrow.
I need to know about how much this would cost and anything else you can tell me.
I especially need to know - say I do find the cats have fleas with that special comb - if there are products I could buy (you recommend) over the net to save money.
I'm a student and I'll be grateful for any x-hundred dollar vet bill I can save.
But then again, I won't go experimenting on my cats. If I don't see fleas myself, I'll bring one of the cats back to another vet.
