I'm looking for someone to make two websites for me. I need someone with creative background that can make a fairly simple html or php site that is designed well. The other site I need would be a wordpress or CMS based site that would be a bit more complicated.

I'm looking at spending ~ $200-300 for the first one and $300-400 on the second one. I don't care if the foundation of the site is not original (taken from a template). I just want the websites to look really nice which is why I need someone with good creativity.
